What Is the E-Rate Program?

E-Rate — formally the Schools and Libraries Universal Service Support Program — is a federal initiative administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). Established by the Telecommunications Act of 1996, it provides eligible K–12 schools and public libraries with discounts of 20% to 90% on telecommunications services, internet access, and internal network infrastructure.

The program operates with an annual cap of $4.456 billion and prioritizes the highest-poverty and rural schools when demand exceeds available funds. In Virginia, the Department of Education (VDOE) and the Virginia Information Technologies Agency (VITA) provide additional support and statewide master contracts that simplify the procurement process.

Discounts are calculated based on the percentage of students eligible for the National School Lunch Program (NSLP) and the urban or rural designation of the institution — with rural and higher-poverty schools receiving the greatest benefits.

File FCC Form 470

Submit a competitive bidding request in the E-Rate Productivity Center (EPC) describing the services you need. This opens a minimum 28-day bidding window for eligible vendors including Mercury Communications.

Wait Minimum 28 Days

After Form 470 is certified, the mandatory 28-day bidding period must pass before selecting a vendor. Mercury submits a compliant, competitive bid with full pricing and scope documentation.

Select Most Cost-Effective Vendor

Review all bids received and select the most cost-effective offering, with price as the primary factor. Execute a service contract with Mercury Communications as your selected provider.

File FCC Form 471

Submit your funding request to USAC listing services, vendors, and costs. FY2026 window closes April 1, 2026. Mercury provides all required documentation to support your application.

Receive Funding Commitment

USAC issues a Funding Commitment Decision Letter (FCDL) confirming your approved discount amount. Mercury coordinates scheduling and procurement once funding is committed.

Mercury completes installation with full documentation. File Form 486 to confirm service delivery, then submit Form 472 or 474 to receive E-Rate reimbursement from USAC.

Is FY2025/2026 a critical year for Category 2 funding?
