Mercury Communications, LLC
E-Rate Services for Schools & Libraries

What is E-Rate?

The E-Rate program, officially known as the Schools and Libraries Universal Service Support Program, is a federal initiative administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). It provides eligible K–12 schools and public libraries in Virginia with discounts ranging from 20% to 90% on telecommunications services, internet access, and internal network infrastructure.

The discount rates are determined based on the percentage of students eligible for the National School Lunch Program and the urban or rural status of the institution.

In Virginia, the Department of Education supports schools in navigating the E-Rate application process, ensuring they can effectively leverage these discounts to enhance their technological capabilities.

At Mercury Communications, LLC, we specialize in assisting educational institutions with the design, implementation, and management of high-speed broadband and internal networking solutions that align with E-Rate eligibility requirements. Our expertise ensures that schools and libraries can maximize their E-Rate benefits to provide students and patrons with reliable and modern connectivity solutions.

Why E-Rate Matters:

E-Rate funding allows educational institutions to build and maintain modern, high-speed connectivity infrastructure. This means:

  • Stronger digital learning environments with reliable internet access for students and teachers.

  • Enhanced communication tools for collaboration, virtual learning, and tele-education.

  • Equitable access to information, closing the digital divide for low-income and remote communities.

  • Support for community resources, such as free internet access and technology offered at public libraries.

  • Cost savings, allowing schools and libraries to stretch limited budgets further by subsidizing up to 90% of eligible service costs.

What Services Are Covered?

E-Rate discounts can be applied to a range of technology services and upgrades, including:

  • Internet and broadband connectivity

  • Internal networking (routers, cabling, switches, Wi-Fi systems)

  • Basic maintenance and technical support

  • Upgrades to ensure faster, more secure, and more reliable communication systems

Who Can Apply?

Most public and private K–12 schools, school districts, and library systems within Virginia can qualify for E-Rate support. Eligibility and discount levels are determined by factors like geographic location and the percentage of students eligible for the National School Lunch Program.
